I have a tenant that died a year ago, and his wife just died in December. The daughter removed the lock and says she does not want the contents. The unit is current thru Jan. 2017. Does that make it an abandoned unit that we can now sell or give away. The daughter states she will not pay any future rent.

I would sell the unit ASAP via the auction process or have the executor sign a letter of abandonment turning the unit over to you.
